This study reports on the results of pilot studies in 10 countries, which projected how existing national development plans could be implemented if aid were increased in line with the 2005 Gleneagles commitment to double aid to Africa. The study seeks to determine whether increased funding on the donor side could be matched by careful spending plans by recipients. The study also looks at the macroeconomic impacts of higher aid flows, and how macroeconomic policies could be designed to support good outcomes. There is no subject index. This paper builds upon previous International Monetary Fund (IMF) studies on various aspects of the exchange rate arrangements of IMF member countries consistent with the IMF's role of surveillance of members' exchange rate policies and over the international monetary system. The paper examines the consequences of increased capital mobility and of the integration of developing economies in globalised goods and financial markets for the exchange rate regimes both of the world's major currencies and of developing and transition countries.

The Macroeconomics of Scaling Up Aid Lessons from Recent Experience

This study analyzes key issues associated with large increases in aid, including absorptive capacity, Dutch disease, and inflation. The authors develop a framework that emphasizes the different roles of monetary and fiscal policy and apply it to the recent experience of five countries: Ethiopia, Ghana, Mozambique, Tanzania, and Uganda. These countries have often found it difficult to coordinate monetary and fiscal policy in the face of conflicting objectives, notably to spend the aid money on domestic goods and to avoid excessive exchange rate appreciation.

  • DAISY Audio - Similar to the Daisy 3.0 option above; however, this option uses MP3 files created with our text-to-speech engine that utilizes Ivona's Kendra voice. This format will work with Daisy Audio compatible players such as Victor Reader Stream and Read2Go.
