Over the past decade, especially, U.S. Marine Corps (USMC) intelligence has had to tailor its organization to meet the evolving demands of the operational environment. This has resulted in a number of ad hoc arrangements, practices, and organizations. A broad review of the organizational design of USMC intelligence examined how to align it efficiently and effectively with current and future missions and functions.

A RAND team conducted a Delphi expert elicitation exercise, the results of which offer an assessment of the contemporary security situation in Mexico through the lens of existing RAND research on urban instability and unrest, historical insurgencies, and defense-sector reform. Assessment scorecards from these projects were used to obtain input from the expert panel and to guide the resulting discussion.

A comprehensive review of historical insurgencies that ended in settlement after a military stalemate shows that these negotiations followed a similar path that can be generalized into a "master narrative" of seven steps executed in a common sequence. Such a narrative could help guide and assess the progress of a similar approach to resolving the conflict in Afghanistan as U. S. forces prepare to withdraw.

Insurgency is the most prevalent form of armed conflict and the subject of countless studies, yet the U.S. military has only recently begun to review doctrine and training in this area. An examination of approaches to counterinsurgency from 30 recent resolved campaigns reveals, for example, that good COIN practices tend to "run in packs" and that the balance of selected good and bad practices perfectly predicts the outcome of a conflict.
