The adoption of a common agricultural policy (CAP) was incorporated in the Treaty of Rome, which came into force in 1958 and laid the foundation for the European Community (EC).
It was listed among the steps that needed to be taken to establish a "common market," without customs duties or quantitative restrictions between member slates, and a common commercial policy toward third countries.
