Israel has changed dramatically in the past two decades. The Israel Police is transforming itself to meet the needs of modern Israel. The Ministry of Public Security, the Ministry of Finance, and the Israel Police asked RAND to conduct a study to address issues of public perceptions and trust in the police, benchmarking the police against other police organizations, performance measurement, and deterrence and crime prevention.

Estimating Terrorism Risk

The Department of Homeland Security is responsible for protecting the United States from terrorism. It does so partly through the Urban Areas Security Initiative, though its distribution has been criticized for not reflecting risk. This monograph offers a practical definition of terrorism risk and a method for estimating it that addresses inherent uncertainties. It also demonstrates a framework for evaluating alternative risk estimates. Finally, it makes five recommendations for improving resource allocation.

Kelly asked the RAND Corporation to examine the quality and completeness of the New York City Police Department's firearm-training program and identify potential improvements in it and in the police department's firearm-discharge review process. This monograph reports the observations, findings, and recommendations of that study.

Measuring Illegal Border Crossing Between Ports of Entry

The U.S. Department of Homeland Security is responsible for controlling the flow of goods and people across the U.S. border, but compelling methods for producing estimates of the total flow of illicit goods or border crossings do not yet exist. This paper describes four innovative approaches to estimating the total flow of illicit border crossings between ports of entry. Each approach is sufficiently promising to warrant further attention.

Understanding the Role of Deterrence in Counterterrorism Security

Deterrence--a central feature of counterterrorism security systems and a major factor in the cost-effectiveness of many security programs--is not well understood or measured. This paper offers a framework for understanding how security systems may deter or displace attacks and how to measure the relative deterrent value of alternative systems. This framework may aid in attempts to achieve increased security benefits with limited resources.
