This monograph reviews events since the terrorist attacks of September 11, 2001, and discusses the current state of al Qaeda and the kinds of actions that can be expected of it in the future. Al Qaeda constitutes the most serious immediate threat to the security of the United States, so the campaign against terrorism must remain focused. The monograph describes the central elements that must be emphasized in the next, more-complex phase of that campaign.
It may not be possible to deter fanatical terrorists, but members of terrorist systems may be amenable to influence. The U.S. counterterrorism strategy should therefore include political warfare, placing at risk things the terrorists hold dear, a credible threat of force against states or groups that support acquisition of weapons of mass destruction, and maintaining cooperation with other nations engaged in the war on terror, while also preserving core American values.
This book provides an array of answers to the question, In the ten years since the 9/11 attacks, how has America responded? In a series of essays, RAND authors lend a farsighted perspective to the national dialogue on 9/11's legacy; assess the military, political, fiscal, social, cultural, psychological, and moral implications of U.S. policymaking since 9/11; and suggest options for effectively dealing with the terrorist threat in the future.
Since 9/11, "homegrown terrorists" have planned or implemented terrorist activities, supported others' terrorist activities, or become radicalized in the United States and traveled abroad to conduct activities against other countries or the United States. This paper examines the cases of homegrown terrorism, highlights lessons learned from those cases that suggest future actions, and includes a chronology of terrorist events in the United States.

Between 9/11 and the end of 2009, 46 publicly reported cases of domestic radicalization and recruitment to jihadist terrorism occurred in the United States, 13 of them in 2009. Most of the would be jihadists recruited themselves into the terrorist role, assisting foreign terrorist organizations, joining jihad fronts abroad, and plotting attacks. The terrorist threat has pushed law enforcement toward prevention rather than post-event apprehension.
