Much of the conceptual basis of American foreign policy is based on ideas of exporting democracy through the promotion of "civil society. " Wiarda (political science, U. of Massachusetts at Amherst) examines the record of civil society promotion in Latin America, East Asia, sub-Saharan Africa, and the Middle East and finds that it frequently fails to recognize particularities of cultures and just as frequently tends to favor the interests of foreign backers rather than local society.
