Das Festhalten an den Argumenten auch nach Entfall ihrer Gültigkeit zeigt, dass eher die erhoffte Wirkung (pro oder contra) als die Argumente selbst für die Akteure ausschlaggebend sind. Nach einem Überblick über die Rahmenbedingungen werden die Argumente pro und contra Nord Stream 2 besprochen, gegliedert nach den Dimensionen des erweiterten Zieldreiecks der Energiepolitik, also Bezahlbarkeit im Wechselspiel von Angebot und Nachfrage, Umweltschutz, Versorgungssicherheit sowie neu einer außenpolitischen Dimension. Als extrem schwierig zeigt sich die Abschätzung von Angebot und Nachfrage, angesichts der Schiefergas-Revolution, dem drastischen Rückgang der eigenen Förderung und der laufenden Dekarbonisierung der EU. Den eigentlichen „Game-Changer“ bildet indes die Einrichtung des EU-Binnenmarktes für Erdgas sowie die Wirksamkeit der damit verbundenen Maßnahmen, was die einseitige Abhängigkeit drastisch verringert. Die umweltpolitische Diskussion übersieht vielfach den Vorteil von Erdgas wegen der schadstoffärmeren Verbrennung, v.a. aber die Gefahren durch Leckagen (80-fach höhere Klimawirksamkeit gegenüber CO2). Die submarine Nord Stream 2 ist hier unbedenklich, anders als viele russischen Zuläufe, dem maroden ukrainischen Korridor, und dem Flüssiggas aus unkonventionellen Förderungen der USA. Das Buch schließt mit einer Diskussion der Faktoren und von geostrategischen Aspekten.

Nordic Socialism: The Path Toward a Democratic Economy

In recent years, the Nordic countries have been the envy of the world for their economic success, institutional stability, and consistently high levels of social happiness. But are they socialist? Several prominent members of the American right think so. They may find a surprising ally in Pelle Dragsted, a member of the Danish parliament and the leader of the socialist political party Enhedslisten (Red-Green Alliance); contrary to most Nordic leaders, Dragsted not only accepts but embraces the charge of socialism. In Dragsted’s analysis, Denmark and the rest of the Nordic countries are already socialist, but only in part. The dangers come (and here many conservative Americans will disagree) from the unhealthy encroachment of capitalism. His provocative argument is that capitalism and socialism are not in fact mutually exclusive, and already Nordic economies are hybrids, a mix of decommodified, democratically governed sectors and undemocratic, privately controlled enterprises. The relevant question is the degree to which one dominates the other. Currently, undemocratic forces are ascendant, but it need not be so. Dragsted offers both his diagnosis and his proposed solution, a comprehensive plan for a gradual (re)democratization of the economy and a move to fully and firmly embrace, and redefine, “Nordic socialism.”

Norm Change in International Relations: Linked Ecologies in UN Peacekeeping Operations (Routledge Research on the United Nations (UN))

In recent decades there have been several constructivist scholars who have looked at how norms change in international relations. However few have taken a closer look at the particular strategies that are employed to further change, or looked at the common factors that have been in play in these processes. This book seeks to further the debates by looking at both agency and structure in tandem. It focuses on the practices of linked ecologies (formal or informal alliances), undertaken by individuals who are the constitutive parts of norm change processes and who have moved between international organizations, academic institutions, think tanks, NGOs and member states. The book sheds new light on how norm change comes about, focusing on the practices of individual actors as well as collective ones. The book draws attention to the role of practices in UN peacekeeping missions and how these may create a bottom–up influence on norm change in UN peacekeeping, and the complex interplay between government and UN officials, applied and academic researchers, and civil society activists forming linked ecologies in processes of norm change. With this contribution, the study further expands the understanding of which actors have agency and what sources of authority they draw on in norm change processes in international organizations. Normalising Private Military Force: US Media Discourse and the Legitimization of Private Security Companies in Iraq (Routledge Private Security Studies)

This book examines the normalization of Private Military and Security Companies (PMSCs), and analyses US media discourse around the Nisour Square incident in Iraq as a pivotal case.States are increasingly relying on PMSCs to meet security needs. As a sign of ongoing normalization, these companies are now increasingly targeted by soft law or self-regulation. Rejecting the common claim that ‘mercenaries have always been with us’, this book sets out to analyse the underlying conditions that have allowed PMSCs to emerge in their uniquely contemporary incarnation. Divided into two parts, this book develops a novel poststructural framework of analy-sis to articulate social, political, and affective conditions that enabled PMSCs to prevail despite controversy. It draws on and operationalizes the Essex School’s logics-based approach, while developing it further with corpus linguistics, and ap-plies this framework to a large corpus of American mainstream media articles. Beginning his analysis with the financialization of the home-mortgage market in the 1930s, Prechel shows how pervasive these arrangements had become by the end of the century, when the bank and energy sectors developed political strategies to participate in financial markets.
