Einerseits richten sie sich an jene jungen Menschen, die durch reguläre Maßnahmen der Kinder- und Jugendhilfe nicht mehr erreicht werden können und sollen somit den individuellen Bedarfen junger Menschen nachkommen. Andererseits zeichnen sich Intensivmaßnahmen durch einen stark repressiven Zugriff auf junge Menschen aus und folgen scheinbar der Logik einer immer ein bisschen engeren und exklusiveren Maßnahme. In diesem Zugriff auf junge Menschen wird jedoch ein Spannungsfeld sichtbar, welches sich zwischen pädagogischen Standards wie dem Aufbau einer tragfähigen auf Freiwilligkeit beruhenden pädagogischen Beziehung einerseits und gesellschaftspolitischen Forderungen nach einer repressiven Normverdeutlichung andererseits aufspannt. In der empirischen Analyse wird dieses Spannungsfeld aus der Perspektive der jungen Menschen in den Blick genommen und der Frage nachgegangen, inwiefern Intensivmaßnahmen für die jungen Menschen zu Erziehungsorten werden können. Mit Bezug auf den Capabilities-Approach ist die Frage erkenntnisleitend, inwiefern Intensivmaßnahmen zu einer Erweiterung der individuellen Handlungsmöglichkeiten beitragen können oder weitere gesellschaftliche Ausschlusserfahrungen evozieren.
