Streaming: An Education System in Miniature (Routledge Library Editions: Education)

In this volume a streamed school is studied in detail and parents’ responses are recorded. Eleven plus is (and has been) under criticism, but many children are selected by a ‘seven plus’ because they are streamed into A, B or C classes. Few children escape the label once it is pinned on them – less than six in one hundred change their stream. The study shows that on a national sample the date on which a child is born – irrespective of his ability – affects his or her stream at the age of 7 and his results at eleven plus. Strength in Numbers: The Political Power Of Weak Interests

Many consumers feel powerless in the face of big industry’s interests. And the dominant view of economic regulators (influenced by Mancur Olson’s book The Logic of Collective Action, published in 1965) agrees with them. According to this view, diffuse interests like those of consumers are too difficult to organize and too weak to influence public policy, which is determined by the concentrated interests of industrial-strength players. Gunnar Trumbull makes the case that this view represents a misreading of both the historical record and the core logic of interest representation. Weak interests, he reveals, quite often emerge the victors in policy battles. Based on a cross-national set of empirical case studies focused on the consumer, retail, credit, pharmaceutical, and agricultural sectors, Strength in Numbers develops an alternative model of interest representation. The central challenge in influencing public policy, Trumbull argues, is not organization but legitimation. How do diffuse consumer groups convince legislators that their aims are more legitimate than industry’s? By forging unlikely alliances among the main actors in the process: activists, industry, and regulators. Trumbull explains how these “legitimacy coalitions” form around narratives that tie their agenda to a broader public interest, such as expanded access to goods or protection against harm. Successful legitimizing tactics explain why industry has been less powerful than is commonly thought in shaping agricultural policy in Europe and pharmaceutical policy in the United States. Strengthening the Scientific Foundation for Policymaking to Meet the Challenges of Aging in Latin America and the Caribbean: Summary of a Workshop

Recent demographic trends in the Latin American and Caribbean (LAC) region will shape the growth and age composition of its populations for decades to come. The rapid mortality decline that began during the 1950s, and the more recent and even sharper reduction in fertility, will produce unusually high rates of growth of the older population, a large change in overall population age composition, and significant increases in the ratio of older to younger population. According to the 2013 United Nations projections, the number of people aged 60 and over in LAC is expected to increase from 59 million in 2010 to 196 million in 2050, and the number of people aged 80 and over will increase from 8. 6 million to more than 44 million during the same period. To explore the process of rapid aging in the LAC, a workshop took place at the National Academy of Medicine in May 2015. Participants of the workshop presented scientific research emphasizing what is unique about aging in LAC and what is similar to other processes around the world, highlighted the main areas where knowledge of the aging process in LAC is insufficient and new research is required, and proposed data collection that will produce information for policymaking while being responsive to the needs of the research community for harmonized, highly comparable information. The workshop afforded participants an opportunity to consider strategies for articulating data collection and research in the region so that country-based teams can reap the benefits from being part of a larger enterprise while simultaneously maintaining their own individuality and responding to the particular needs of each country. "Strengthening the Scientific Foundation for Policymaking to Meet the Challenges of Aging in Latin America and the Caribbean" summarizes the presentations and discussions of the workshop.
