This open access publication outlines the underlying framework for gathering data on civic knowledge, attitudes, and engagement as well as contextual information, and it describes the assessment design for the International Association for the Evaluation of Educational Achievement’s (IEA) International Civic and Citizenship Education Study 2022.The IEA International Civic and Citizenship Study (ICCS) investigates how young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. ICCS 2022 is a continuation of two earlier IEA studies, ICCS 2009 and ICCS 2016, and, for the first time, this survey includes the option of a computer-based assessment. Responding to enduring and emerging challenges of educating young people in a world where contexts of democracy and civic participation continue to change, the study addresses issues related to young people’s engagement through digital technologies, migration and diversity, perceptions of the political system, global citizenship, and education for sustainable development. Over the past 50 years, IEA has conducted comparative research studies in a range of domains focusing on educational policies, practices, and outcomes in many countries around the world. Prior to ICCS 2022, IEA conducted four international comparative studies of civic and citizenship education, with a first survey implemented in 1971, a second one in 1999, third in 2009 and fourth in 2016. ICCS 2022 data will allow education systems to evaluate the strengths of educational policies, both internationally, and in a regional context, and to measure progress in achieving critical components of their educational policy agendas.

ISIS: Ideology, Symbolics, and Counter Narratives (Routledge Advances in Sociology)

Relying on a thorough understanding of the role of ideology, discourse, and framing, this volume discusses ISIS as an Islamist ideological organization, and examines its philosophical scaffolding within the material conditions produced by neoliberal capital. For example, scholars often use the term "Salafi-Jihadi" but they do not provide a comprehensive explanation of such concept within the same text. This book not only provides an explanation of the instructive terms used to explain the ISIS phenomenon, but also asserts that only one school of thought in Islam [The Sunni Wahabis] is likely to be the ideal target for ISIS recruitment. This claim, of course, does not rely on an essentialized pathology of Wahabi Sunnis, but provides an explanation of the Wahabi Islam as a proverbial "slippery slope," as an absolutely necessary first step for an individual's transformation into an ISIS fighter. Ibn Khaldun and the Social Sciences: Discourse on the Condition of Im-possibility (Critical South)

Arabic and European studies of Ibn Khaldun, the great medieval polymath, follow one of two paths. In one direction, scholars interpret his Prolegomena, written in 1377, as the point at which the new social sciences emerged. They identify Ibn Khaldun’s ‘new science of culture’ as sociology or as an ‘Islamic’ (or ‘Arab’) alternative to sociology. In the other direction, the interpretation of Khaldunian discourse is confined to the Islamic-Aristotelian paradigm of its time. The epistemological novelty of the Prolegomena is dismissed and the science of culture is perceived as a minor contribution to the Aristotelian curriculum. Charting a different path, Javad Tabatabai’s highly original Ibn Khaldun and the Social Sciences is an inquiry into the condition of the im-possibility of the social sciences in the Islamic-Aristotelian paradigm. Rather than identifying the science of culture as a forerunner of, or alternative to, sociology, it investigates the Prolegomena within the epistemological framework established by the social sciences. Javad Tabatabai theorizes the condition of im-possibility of the ‘scientific revolution’ as the ‘epistemic obstacle’ to modernity in Islamic civilization. This theorization revisits Michel Foucault’s discussion of the condition of possibility of the human sciences in light of the history of Christian-Aristotelian thought and the broader French debates about epistemology from Bachelard to Althusser. Ibn Khaldun and the Social Science offers a critical theory of tradition and modernity in the Middle East, elaborating on a historical situation where social and human sciences emerged by the way of colonial and post-colonial translations of discourse from Europe, and in a historical and epistemological break with inherited traditions of knowledge. In this situation, Tabatabai highlights the significance of reactivating Ibn Khaldun’s critical reckoning with the limit of inherited traditions as the political-theological horizon of renewal.
