Comparative Issues in the Governance of Research Biobanks: Property, Privacy, Intellectual Property, and the Role of Technology

In the last few years, the boom in biobanking has prompted a lively debate on a host of interrelated legal issues, such as the Gordian knot of the ownership of biological materials, as well as privacy concerns. The latter are due to the difficulty of accepting that biological samples must be completely anonymous without making it practically impossible to exploit their information potential. The issues also include the delicate role and the changing content of the donor's "informed consent" as the main legal tool that may serve to link the privacy and property interests of donors with the research interests and the set of principles that should be at the core of the biobanking practice. Lastly, the IP issues and the patentability of biological samples as well as the protection of databases storing genetic information obtained from the samples are covered. Collecting eighteen essays written by eminent scholars from Italy, the US, the UK and Canada, this book provides new solutions to these problems. From a comparative viewpoint, it explores the extent to which digital technology may assist in tackling the numerous regulatory issues raised by the practice of biobanking for research purposes. These issues may be considered and analyzed under the traditional paradigms of Property, Privacy, Informed Consent and Intellectual Property.

Consensus and Synchronization in Complex Networks (Understanding Complex Systems)

In this book for the first time two scientific fields - consensus formation and synchronization of communications - are presented together and examined through their interrelational aspects, of rapidly growing importance. Both fields have indeed attracted enormous research interest especially in relation to complex networks. In networks of dynamic systems (or agents), consensus means to reach an agreement regarding a certain quantity of interest that depends on the state of all dynamical systems (agents). Consensus problems have a long history in control theory and computer sciences, and form the foundation of the field of distributed computing. Synchronization, which defines correlated-in-time behavior between different processes and roots going back to Huygens to the least, is now a highly popular, exciting and rapidly developing topic, with applications ranging from biological networks to mathematical epidemiology, and from processing information in the brain to engineering of communications devices. The book reviews recent finding in both fields and describes novel approaches to consensus formation, where consensus is realized as an instance of the nonlinear dynamics paradigm of chaos synchronization. The textbook is organized in the way an engineer classically proceeds to solve a control problem, that is, elaboration of a mathematical model capturing the process behavior, analysis of this model and design of a control to achieve the desired objectives. It is divided into three Parts. The first part of the text addresses modeling aspects through state space and input-output representations. The notion of the internal state of a system (for example mechanical, thermal or electrical), as well as its description using a finite number of variables, is also emphasized. The second part is devoted to the stability analysis of an equilibrium point. The authors present classical tools for stability analysis, such as linearization techniques and Lyapunov functions. Central to Control Theory are the notions of feedback and of closed-loop, and the third part of the textbook describes the linear control synthesis in a continuous and discrete-time framework and also in a probabilistic context. Quadratic optimization and Kalman filtering are presented, as well as the polynomial representation, a convenient approach to reject perturbations on the system without making the control law more complex. Throughout the text, different examples are developed, both in the chapters and in the exercises.
