2007 Amendments The National Academies' Guidelines For Human Embryonic Stem Cell Research
by National Research Council Institute of Medicine of the National AcademiesIn 2005, the National Academies released the report Guidelines for Human Embryonic Stem Cell Research, which offered a common set of ethical standards for a field that, due to the absence of comprehensive federal funding, was lacking national standards for research. In order to keep the Guidelines up to date, given the rapid pace of scientific developments in the field of stem cell research, the Human Embryonic Stem Cell Research Advisory Committee was established in 2006 with support from The Ellison Medical Foundation, The Greenwall Foundation, and the Howard Hughes Medical Institute. This letter report is the committee's first set of amendments to the Guidelines and clarifies earlier recommendations and conclusions, including the criteria for determining which stem cell lines it is acceptable to use. Future deliberations of the committee will address items for which additional information gathering and more extensive debate and discussion will be necessary.

2007-2008 Assessment of the Army Research Laboratory
by National Research Council of the National AcademiesThis volume is the latest in a series of biennial assessments of the scientific and technical quality of the Army Research Laboratory (ARL). The current report summarizes findings for the 2007-2008 period, during which 95 volunteer experts in fields of science and engineering participated in the following activities: visiting ARL annually, receiving formal presentations of technical work, examining facilities, engaging in technical discussions with ARL staff, and reviewing ARL technical materials. The overall quality of ARL's technical staff and their work continues to be impressive, as well as the relevance of their work to Army needs. ARL continues to exhibit a clear, passionate concern for the end user of its technology--the soldier in the field. While two directorates have large program-support missions, there is considerable customer-support work across the directorates, which universally demonstrate mindfulness of the importance of transitioning technology to support immediate and near-term Army needs. ARL staff also continue to expand their involvement with the wider scientific and engineering community. This involvement includes monitoring relevant developments elsewhere, engaging in significant collaborative work (including the Collaborative Technology Alliances), and sharing work through peer reviews. In general, ARL is working very well within an appropriate research and development niche and has been demonstrating significant accomplishments.

They got Martha Stewart--they have her planning gracious plans for her version of the Son of God's final repast: "Jesus has indicated--against my better wishes--that He intends to gird Himself with a towel and wash everybody's feet. So be it. But beforehand, I'll run his terry cloth for five minutes in the dryer, making it toasty and soft." They (fondly) postu-late how Phil Rizzuto might have written a characteristically fractionated version of "Casey at the Bat": "'Fraud!' cried the maddened thousands, and the echo murmured 'Fraud.' / Hey, Murcer! Look! Bea Arthur! Didn't she play Maude?" The Flintstones become the Clintstones, Quentin Tarantino directs The Three Little Pigs, and Dr. Seuss collaborates poetically with Rod Serling.Even when the targets of these pieces are of the moment, Cammuso and Seely's humor will endure. What's more evanescent than pop-music stardom? Sex, maybe, but not much else. But who won't laugh, even years from now, as Cammuso and Seely--in "Six Degrees of Chuck Berry"--introduce some of the record industry's often interchangeable personages to each other: "Tanya, Enya. 2009 Annual Review of Development Effectiveness
by World Bank'The Annual Review of Development Effectiveness 2009' presents evidence on the World Bank's efforts in two areas. Part I tracks the outcomes of Bank projects and country programs and the evolution of monitoring and evaluation (M and E). Part II examines the Bank's support for environmentally sustainable development compatible with economic growth and poverty reduction. The Bank's project performance rebounded in 2008, allaying concerns about the weakened performance in 2007. As previous ARDEs have shown, project performance has been improving gradually for 15 years according to the traditional measure-percent of projects with satisfactory (versus unsatisfactory) outcomes. But IEG ratings of M and E quality for completed projects indicate considerable room for progress. Information to assess impacts continues to be lacking although preliminary data suggests improvements in baseline data collection. Bank support for the environment has recovered since 2002 due to new sources of concessional finance. The outcomes of environment projects have improved in recent years. A growing number of regional projects are addressing the shared use of water resources. New global partnerships are deepening the Bank's involvement in climate change issues. But M and E remains weak: three-quarters of environment-related projects-those managed by sectors other than environment-lack reporting of environmental outcomes.
