This book advocates for a novel doctrine of ‘total lawfare’ as part of a comprehensive approach to modern hybrid warfare.The book begins by introducing the military concept of ‘limited lawfare’ in the context of modern geopolitical conditions. It proceeds to set out a conceptual history of lawfare in the West, highlighting conceptual shortcomings and NATO’s limited capabilities in this branch of hybrid warfare. It then provides a comparative case study and strategic threat assessment of the Chinese concept of ‘unrestricted lawfare’. Against this, the book grounds an ethical doctrine of ‘total lawfare’ within the Western jurisprudential tradition and translates this into practice as a key pillar of modern defense strategy under the rule of law. Patterns: Theory of the Digital Society

We are inclined to assume that digital technologies have suddenly revolutionized everything – including our relationships, our forms of work and leisure, and even our democracies – in just a few years. Armin Nassehi puts forward a new theory of digital society that turns this assumption on its head. Rather than treating digital technologies as an independent causal force that is transforming social life, he asks: what problem does digitalization solve? When we pose the question in this way, we can see, argues Nassehi, that digitalization helps societies to deal with and reduce complexity by using coded numbers to process information. We can also see that modern societies had a digital structure long before computer technologies were developed – already in the nineteenth century, for example, statistical pattern recognition technologies were being used in functionally differentiated societies in order to recognize, monitor and control forms of human behaviour. Protecting privacy and ensuring confidentiality in data is a critical component of modernizing our national data infrastructure. The use of blended data - combining previously collected data sources - presents new considerations for responsible data stewardship. Toward a 21st Century National Data Infrastructure: Managing Privacy and Confidentiality Risks with Blended Data provides a framework for managing disclosure risks that accounts for the unique attributes of blended data and poses a series of questions to guide considered decision-making. Technical approaches to manage disclosure risk have advanced. Recent federal legislation, regulation and guidance has described broadly the roles and responsibilities for stewardship of blended data. The report, drawing from the panel review of both technical and policy approaches, addresses these emerging opportunities and the new challenges and responsibilities they present. The report underscores that trade-offs in disclosure risks, disclosure harms, and data usefulness are unavoidable and are central considerations when planning data-release strategies, particularly for blended data.

At the request of the National Marine Fisheries Service, this report considers information needs and data collection for assessing the distribution of fisheries management benefits. Assessing Equity in the Distribution of Fisheries Management Benefits identifies information needs, obstacles to collecting information, and potential methodologies for assessing where and to whom the primary benefits of commercial and for-hire fishery management accrue.

Unequal Treatment Revisited: The Current State Of Racial And Ethnic Disparities In Health Care: Proceedings Of A Workshop

A National Academies committee hosted a public workshop series in 2023. Speakers invited by the committee discussed the current state of racial and ethnic health care disparities in the U.S., highlighted major drivers of health care disparities, provided insight into successful and unsuccessful interventions, identified gaps in the evidence base and proposed strategies to close those gaps, and considered ways to scale and spread effective interventions to reduce racial and ethnic inequities in health care. This workshop series is part of an ongoing consensus study examining the current state of racial and ethnic health care disparities in the U.S., building on the 2003 Institute of Medicine consensus report, Unequal Treatment: Confronting Racial and Ethnic Disparities in Health Care. The consensus study will publish its full conclusions and recommendations in summer 2024.

Supporting Black Students Through Their Science, Engineering, and Medicine Career Journeys: Proceedings Of A Workshop

On May 2-3, 2022 the Roundtable on Black Men and Black Women in Science, Engineering, and Medicine of the National Academies of Sciences, Engineering, and Medicine convened a workshop to highlight promising financial and supportive services and programs throughout various stages of career development. Sessions followed student progression through the major stages of education and career development, and identified policies and practices that aim to mitigate and alleviate long-standing barriers to the full participation of Black students in SEM at the K–12, undergraduate, and graduate and professional levels.

On May 24-26, 2023, the Nobel Prize Summit entitled Truth, Trust, and Hope was convened as a hybrid event to examine misinformation and disinformation in the context of the broader information ecosystem, looking at the global impact of information technologies in nature and society. The summit brought together Nobel laureates, leading scientists, business leaders, writers, artists, and young innovators to share insights, challenges, and solutions relating to trust and information. With a positive narrative and the accelerating prevalence of artificial intelligence, big data, and other emerging information technologies, the summit explored the challenges and opportunities of democratization of knowledge and information and the erosion of trust. Held in Washington, DC and virtually, the 3-day summit attracted more than 700 in-person attendees and more than 10,000 online participants from more than 70 countries. Eleven Nobel laureates were actively engaged in the summit, and 32 partner organizations were involved, including breakout sessions and solution sessions. This publication summarizes the presentations, activities, and discussion of the summit.
