On the Other Hand: Canadian Multiculturalism and Its Progressive Critics
by Phil RyanFor many, Canadian multiculturalism represents the hope that we can build a society in which people who have come from all corners of the world can fully participate without first subverting or erasing their unique identities. Many progressive critics, however, dismiss this hope as an illusion that serves to mask ongoing racism and inequality. Foregrounding the capitalist nature of the Canadian state and society, On the Other Hand examines the arguments of a range of progressive critics of Canadian multiculturalism. An exercise in “critical listening,” the book aims to both communicate and assess these progressive critiques. It proposes conditions for the intelligibility of social science analysis in general and reflects on the requirements for effective progressive thought and writing. Grounded in a political economy approach, the book argues that capitalism and the capitalist nature of the state must be integrated into our analysis of multiculturalism, immigration policy, and persistent racism. On the Other Hand reveals how progressive critiques can identify real limits of multiculturalism: limits of which we must be aware if we are either to endorse them or seek to transcend them.

Mental Health in Bangladesh: From Bench to Community

The region contains a combined population of about 2 billion, making up about a quarter of the global population. Among them, about 15% (about 300 million) have been suffering from common mental disorders. However, there is a persisting high treatment gap for mental illness in the region. Hence, despite having a mental illness, only a small percentage of the population is able to have access to essential mental healthcare. Though governments are trying to bridge the gap by improving mental health policies and programs, it is still a major challenge delivering mental healthcare to all people in need. Due to the income category and dual disease burden of the countries, there are some additional enduring challenges like poor funding and research, inadequate and inequitable manpower, huge out-of-pocket expenses, poor mental health literacy, income disparity, and high stigma. This book aims to highlight the issues related to accessing mental health services in a densely populated low and middle-income setting. This book is the first of its kind in comparing and contrasting the delivery status of mental health services in South Asian countries.

It discusses those institutions referred to as parliaments by contemporaries, gives special attention to their functions, and traces the broader debates on parliamentarism within Russia and the Soviet Union, in Russian émigré circles, and among foreign observers. It highlights that only the late imperial and perestroika assemblies can be considered legislative institutions that expressed dissensus but argues that other assemblies, often referred to as “rubber-stamp” parliaments due to their lack of legislative competence and influence over other authorities, should not be dismissed. The Supreme Soviet, for instance, provided an integrative function binding society and elites in a top-down manner, while its deputies engaged in information acquisition and state micromanagement through interactions with their constituents. It also played an important role in interparliamentary relations and, as one of the first institutions of nominal parliamentarism in an autocratic single-party regime, of which there were many in the twentieth century, served as a model for numerous state socialist regimes. By addressing the role of parliaments in reassembling imperial spaces through political representation and the functions of nominal legislative institutions, the book explores the contribution of Russian and Soviet assemblies to global political modernity.

The final discusses the need to acknowledge off-grid water solutions in urban water policies, especially for the economically weaker sections. The universal coverage of all by the piped water is an ultimate goal of any water policy; however, in the interim, there is a need to put more emphasis on off-grid water solutions.
