Advanced Battle Management System: Needs, Progress, Challenges, And Opportunities Facing The Department Of The Air Force

The U.S. Department of Defense is pursuing an improved ability to more closely integrate and operate jointly against agile adversaries through Joint All-Domain Command and Control (JADC2). This framework will seamlessly integrate sensors, networks, platforms, commanders, operators, and weapon systems for rapid information collection, decision-making, and projection of joint and multinational forces. The Department of the Air Force's contribution to JADC2 is the Advanced Battle Management System (ABMS). As an evolving system in the early stages of definition, ABMS architecture and its supporting elements remain dynamic. Advanced Battle Management System assesses the technical approach being employed by ABMS and its ability to effectively support the range of system integration desired, while also supporting operational and development agility; and the governance being applied by ABMS and if it is appropriate and sufficient to enable quick development and evolution of capabilities while maintaining appropriate government control over the output.

The National Imperative to Improve Nursing Home Quality: Honoring Our Commitment To Residents, Families, And Staff

Nursing homes play a unique dual role in the long-term care continuum, serving as a place where people receive needed health care and a place they call home. Ineffective responses to the complex challenges of nursing home care have resulted in a system that often fails to ensure the well-being and safety of nursing home residents. The devastating impact of the COVID-19 pandemic on nursing home residents and staff has renewed attention to the long-standing weaknesses that impede the provision of high-quality nursing home care. With support from a coalition of sponsors, the National Academies of Sciences, Engineering, and Medicine formed the Committee on the Quality of Care in Nursing Homes to examine how the United States delivers, finances, regulates, and measures the quality of nursing home care. The National Imperative to Improve Nursing Home Quality: Honoring Our Commitment to Residents, Families, and Staff identifies seven broad goals and supporting recommendations which provide the overarching framework for a comprehensive approach to improving the quality of care in nursing homes.

Understanding the Quality of the 2020 Census: Interim Report

The decennial census is foundational to the functioning of American democracy, and maintaining the public's trust in the census and its resulting data is a correspondingly high-stakes affair. The 2020 Census was implemented in light of severe and unprecedented operational challenges, adapting to the COVID-19 pandemic, natural disasters, and other disruptions. This interim report from a panel of the Committee on National Statistics discusses concepts of error and quality in the decennial census as prelude to the panel’s forthcoming fuller assessment of 2020 Census data, process measures, and quality metrics. The panel will release a final report that will include conclusions about the quality of the 2020 Census and make recommendations for further research by the U.S. Census Bureau to plan the 2030 Census.

Innovations for Tackling Tuberculosis in the Time of COVID-19: Proceedings Of A Workshop

Despite being preventable and curable since the middle of the twentieth century, tuberculosis (TB) has long persisted as the world's deadliest infectious disease, with the communities most devastated by TB among the poorest and most vulnerable in the world. Only about half of people with TB receive successful treatment each year. As the global threat of antimicrobial resistance continues to escalate, so do cases of drug-resistant TB, or TB that is resistant to various antibiotics that constitute standard treatment regimens. In response, the National Academies of Sciences, Engineering, and Medicine's Forum on Microbial Threats held a two-part virtual workshop on July 22 and September 14-16, 2021 titled Innovations for Tackling Tuberculosis in the Time of COVID-19. The aims of the workshop were to evaluate the current status of TB elimination, assess the effects of the COVID-19 pandemic on the global fight against TB, and examine technical and strategic innovations that could be leveraged to meet the United Nations High-Level Meeting on Tuberculosis targets in 2022 and The World Health Organization's END TB Strategy targets by 2030. This publication summarizes the presentations and discussions of the workshop.

Digital Strategy for the Department of the Air Force: Proceedings of a Workshop Series

The Air Force Studies Board of the National Academies of Sciences, Engineering, and Medicine hosted a three-part workshop series to examine the risks associated with the technical, programmatic, organizational, and governance challenges facing the Department of the Air Force (DAF) in its pursuit of enterprise-wide digital transformation strategies. Senior representatives from government, military, industry, and academia considered the DAF's strategic-level decision-making process as well as how it could achieve unity of effort across all of its digital agencies. Workshop participants discussed organizational and management gaps and weaknesses, as well as technical shortfalls associated with the DAF's digital transformation strategies - for example, the issue of cybersecurity within the context of the DAF's proposed digital strategies. Organizational and management practices from both the public and private sectors were also discussed in light of their potential for adaptation and adoption within the DAF. Sponsored by the U.S. Department of Defense, the three 2-day workshops of the series were held virtually on September 1-2, 2021, September 8-9, 2021, and September 23-24. Panelists at the first workshop explained and discussed the DAF's digital transformation strategy - in particular, the proposed digital architectures and the systems, programs, organizations, and missions to be supported. The second workshop featured panels of information systems experts and managers from industry and other government agencies who discussed their experiences with digital transformations and shared their views of best practices. The third workshop focused on the potential applicability of these lessons learned to the DAF's digital transformation strategy and architecture. This proceedings is a factual summary of what occurred during the workshop series.

Automated Research Workflows for Accelerated Discovery: Closing The Knowledge Discovery Loop

The needs and demands placed on science to address a range of urgent problems are growing. The world is faced with complex, interrelated challenges in which the way forward lies hidden or dispersed across disciplines and organizations. For centuries, scientific research has progressed through iteration of a workflow built on experimentation or observation and analysis of the resulting data. While computers and automation technologies have played a central role in research workflows for decades to acquire, process, and analyze data, these same computing and automation technologies can now also control the acquisition of data, for example, through the design of new experiments or decision making about new observations. The term automated research workflow (ARW) describes scientific research processes that are emerging across a variety of disciplines and fields. ARWs integrate computation, laboratory automation, and tools from artificial intelligence in the performance of tasks that make up the research process, such as designing experiments, observations, and simulations; collecting and analyzing data; and learning from the results to inform further experiments, observations, and simulations. The common goal of researchers implementing ARWs is to accelerate scientific knowledge generation, potentially by orders of magnitude, while achieving greater control and reproducibility in the scientific process. Automated Research Workflows for Accelerated Discovery: Closing the Knowledge Discovery Loop examines current efforts to develop advanced and automated workflows to accelerate research progress, including wider use of artificial intelligence. This report identifies research needs and priorities in the use of advanced and automated workflows for scientific research. Automated Research Workflows for Accelerated Discovery is intended to create awareness, momentum, and synergies to realize the potential of ARWs in scholarly discovery.

Triangulation in Environmental Epidemiology for EPA Human Health Assessments: Proceedings of a Workshop

Human health risk assessments provide the basis for public health decision-making and chemical regulation in the United States. Three evidence streams generally support the development of human health risk assessments - epidemiology, toxicology, and mechanistic information. Epidemiologic studies are generally the preferred evidence stream for assessing causal relationships during hazard identification. However, the available studies may be limited in scope, subject to bias, or otherwise inadequate to inform causal inferences. In addition, there are challenges in assessing coherence, validity, and reliability during synthesis of individual epidemiological studies with different designs, which in turn affects conclusions on causation.

Exploring the State of the Science of Stem Cell Transplantation and Posttransplant Disability: Proceedings Of A Workshop

Improving the Intelligence Community’s Leveraging of the Full Science and Technology Ecosystem

Maintaining awareness of advances in science and technology is more essential than ever, to avoid surprise, to inflict surprise on adversaries, and to leverage those advances for the benefit of the nation and the IC. This report explores ways in which the IC might leverage the future research and development ecosystem.

Companion Animals as Sentinels for Predicting Environmental Exposure Effects on Aging and Cancer Susceptibility in Humans: Proceedings Of A Workshop

Applications of an Analytic Framework on Using Public Opinion Data for Solving Intelligence Problems: Proceedings Of A Workshop

Measuring and analyzing public opinion comes with tremendous challenges, as evidenced by recent struggles to predict election outcomes and to anticipate mass mobilizations. The National Academies of Sciences, Engineering, and Medicine publication Measurement and Analysis of Public Opinion: An Analytic Framework presents in-depth information from experts on how to collect and glean insights from public opinion data, particularly in conditions where contextual issues call for applying caveats to those data. The Analytic Framework is designed specifically to help intelligence community analysts apply insights from the social and behavioral sciences on state-of-the-art approaches to analyze public attitudes in non- Western populations. Sponsored by the intelligence community, the National Academies’ Board on Behavioral, Cognitive, and Sensory Sciences hosted a 2-day hybrid workshop on March 8-9, 2022, to present the Analytic Framework and to demonstrate its application across a series of hypothetical scenarios that might arise for an intelligence analyst tasked with summarizing public attitudes to inform a policy decision. Workshop participants explored cutting-edge methods for using large-scale data as well as cultural and ethical considerations for the collection and use of public opinion data. Taking Stock of Science Standards Implementation: Proceedings Of A Virtual Summit

Understanding the Role of the Immune System in Improving Tissue Regeneration: Proceedings Of A Workshop

The Forum on Regenerative Medicine of the National Academies of Sciences, Engineering, and Medicine convened a two-day virtual public workshop to address knowledge gaps in the understanding of promising approaches to manipulate the immune system and/or the regenerative medicine product to improve outcomes of tissue repair and regeneration in patients. The workshop, titled "Understanding the Role of the Immune System in Improving Tissue Regeneration," explored the role of the immune system in the success or failure of regenerative medicine therapies. Participants considered potential strategies to effectively "prepare" patients' immune systems to accept regenerative therapies and increase the likelihood of successful clinical outcomes and also discussed risks associated with modulating the immune system. This Proceedings of a Workshop highlights the presentations and discussions that occurred during the workshop.

Enhancing NIH Research on Autoimmune Disease

Autoimmune diseases occur when the body's immune system malfunctions and mistakenly attacks healthy cells, tissues, and organs. Strong data on the incidence and prevalence of autoimmune diseases are limited, but a 2009 study estimated the prevalence of autoimmune diseases in the U.S. to be 7.6 to 9.4 percent, or 25 to 31 million people today. This estimate, however, includes only 29 autoimmune diseases, and it does not account for increases in prevalence in the last decade. By some counts, there are around 150 autoimmune diseases, which are lifelong chronic illnesses with no known cures. The National Academies of Sciences, Engineering, and Medicine was asked to assess the autoimmune disease research portfolio of the National Institutes of Health (NIH). Enhancing NIH Research on Autoimmune Disease finds that while NIH has made impressive contributions to research on autoimmune diseases, there is an absence of a strategic NIH-wide autoimmune disease research plan and a need for greater coordination across the institutes and centers to optimize opportunities for collaboration. To meet these challenges, this report calls for the creation of an Office of Autoimmune Disease/Autoimmunity Research in the Office of the Director of NIH. The Office could facilitate NIH-wide collaboration, and engage in prioritizing, budgeting, and evaluating research. Enhancing NIH Research on Autoimmune Disease also calls for the establishment of long term systems to collect epidemiologic and surveillance data and long term studies (20+ years) to study disease across the life course. Finally, the report provides an agenda that highlights research needs that crosscut many autoimmune diseases, such as understanding the effect of environmental factors in initiating disease.

Toward a Post-Pandemic World: Lessons From Covid-19 For Now And The Future: Proceedings Of A Workshop

To take stock of lessons learned from COVID-19 around the world and in the United States, the Forum on Microbial Threats held two virtual workshops during 2021. The first workshop focused on what it means to frame the response to COVID-19 through a "syndemic" approach, and what the implications would be for global recovery. The second workshop focused more broadly on key lessons and emerging data from ongoing pandemic response efforts that can be incorporated into current health systems to improve resilience and preparedness for future outbreaks. This workshop explored the long-term effects of COVID-19 on health equity, including considerations for mental health and social determinants of health. It also addressed uncertainties during a pandemic, such as trust, communication, and engagement and explored approaches to systematize recovery efforts to improve the ongoing responses and prepare for the next pandemic. Experts discussed possibilities for a post-pandemic world and a response strategy for stakeholders that ensures sustained community partnerships and prioritization of health equity. This Proceedings of a Workshop summarizes the presentations and discussions from the second workshop.

Investing in Resilient Infrastructure in the Gulf of Mexico: Proceedings of a Workshop

To help prioritize among possible investments to improve the resilience of built infrastructure in the Gulf of Mexico region, the National Academies of Sciences, Engineering, and Medicine convened a diverse group of experts for a 3-day interactive workshop on November 15, 16, and 18, 2021. This workshop was held as communities surrounding the Gulf continue to experience frequent, destructive disasters, some infrastructure in the region continues to degrade or fail from exceeded capacity and delayed maintenance and replacement, and climate change threatens previously unimagined impacts. The workshop, titled Investing in Resilient Infrastructure in the Gulf of Mexico, demonstrated and refined a process to help inform recommendations for prioritizing infrastructure investments across sectors and anchored in the Gulf region energy industry. Researchers are actively exploring ways to use ML/AI approaches to advance scientific discovery, speed computation, and link scientific communities.

The Importance of Chemical Research to the U.S. Economy

Chemistry plays a pivotal role in the strength of the U.S. economy and the advancement of humankind. Chemists’ achievements include life-saving pharmaceuticals, advanced energy solutions, improved agricultural productivity, and novel materials used in products from clothing to electronic devices. The many sectors reliant on the U.S. chemical economy account for about 25% of the U.S. GDP and support 4.1 million U.S. jobs. However, a new and evolving chemistry landscape requires changes with regard to funding, training, and a focus on integrating sustainability into manufacturing, product usage, and product disposal. This report identifies strategies and options for research investments that will support U.S. leadership while considering environmental sustainability and developing a diverse chemical economy workforce with equitable opportunities for all chemistry talent. The report recommends that funding agencies and philanthropic organizations who support the chemical sciences fund as large a breadth of fundamental research projects as possible. Chemical industry and their partners at universities, scientific research institutions, and national laboratories should align the objectives of fundamental research to directly assist with new practices toward environmental stewardship, sustainability, and clean energy. Additionally, the report recommends that funding agencies make substantial investment toward education research to enable innovative ways of teaching about emerging concepts, tools and technologies.

Evolving Crisis Standards of Care and Ongoing Lessons from COVID-19: Proceedings Of A Workshop Series

Crisis Standards of Care (CSC) inform decisions on medical care during a large-scale crisis such as a pandemic or natural disaster, eliminating the need to make these decisions at the bedside without protections or guidance. Numerous points throughout the COVID-19 pandemic have demonstrated the necessity of this type of crisis planning. The National Academies of Sciences, Engineering, and Medicine Forum on Medical and Public Health Preparedness for Disasters and Emergencies convened a series of public workshops to examine the experiences of healthcare providers during the COVID-19 pandemic and identify lessons that can inform current and future CSC planning and implementation. The workshops examined staffing and workforce needs, planning and implementation of CSC plans, and legal, ethical, and equity considerations of CSC planning. Topics of discussion included improving coordination between the bedside and boardroom, increasing buy-in from elected officials, expanding provider engagement, and addressing health equity issues. This publication summarizes the presentation and discussion of the workshops.

Foundations of a Healthy and Vital Research Community for NASA Science

The U.S. space science community includes thousands of scientists across multiple disciplines that influence and are influenced by the many engineers, technicians, and support personnel that are part of the space research enterprise. Over one-third of NASA's budget is devoted to space science, and the agency currently operates over 50 space missions in the fields of astrophysics, Earth science, solar and space physics, planetary science, and the biological and physical sciences. The strength of NASA science lies with its people, both those who work directly for the agency and the thousands of researchers and professionals who are funded by NASA grants and contracts. At the request of NASA, this report examines the foundation for healthy and vital research communities. Foundations of a Healthy and Vital Research Community for NASA Science identifies the characteristics of a healthy and vital research community, defines implementable measures for assessing the health and vitality of a research community, describes the types of data that NASA should be collecting to enable future assessments of the health and vitality of the scientific work force, and recommends best practices to improve the health and vitality of NASA’s research communities.

Understanding and Offsetting Financial Barriers for Black Students in Science, Engineering, and Medicine: Programs, Partnerships, And Pathways: Proceedings Of A Workshop

The number of Black students in science, engineering, and medicine in the United States has remained disproportionately low over the past several decades. A number of reasons have been identified as contributing to these low numbers, including those related to finances. Financial considerations range from the most immediate - the ability of students to pay for their education and associated costs - to more structural concerns, such as inequities that created and have perpetuated a wealth gap between races and ethnic groups.

Evaluation of Compensation Data Collected Through the EEO-1 Form

The U.S. Equal Employment Opportunity Commission (EEOC) expanded EEO-1 data collection for reporting years 2017 to 2018 in an effort to improve its ability to investigate and address pay disparities between women and men and between different racial and ethnic groups. These pay disparities are well documented in national statistics. For example, the U.S. Census Bureau (2021) found that Black and Hispanic women earned only 63 percent and 55 percent as much, respectively, of what non-Hispanic White men earned. Evaluation of Compensation Data Collected Through the EEO-1 Form examines the quality of pay data collected using the EEO-1 form and provides recommendations for future data collection efforts. The report finds that there is value in the expanded EEO-1 data, which are unique among federal surveys by providing employee pay, occupation, and demographic data at the employer level. Nonetheless, both short-term and longer-term improvements are recommended to address significant concerns in employer coverage, conceptual definitions, data measurement, and collection protocols. If implemented, these recommendations could improve the breadth and strength of EEOC data for addressing pay equity, potentially reduce employer burden, and better support employer self-assessment.

Policies and Practices to Minimize Police Use of Force Internationally

Injury and death from use of excessive force by police officers remain a common concern in countries across the globe. Despite local, national, and international attempts to legislate and provide guidance for police use of force, there continue to be global accounts of excessive force by law enforcement. Reports of officer-involved killings, injuries to citizens, and attempts to control protests and demonstrations with chemical irritants, rubber bullets, and sometimes shooting into crowds with live ammunition frequently appear in the press worldwide. However, reliable data on and accounting for these incidents are both lacking. A large network of international and regional organizations, bilateral donors, international financial institutions, and civil society organizations aim to work with governments to improve policing practices and reduce police use of excessive force. As a part of that network, the U.S. Department of State, through its Bureau of International Narcotics and Law Enforcement Affairs (INL), provides foreign assistance to and supports capacity building for criminal justice systems and police organizations in approximately 90 countries. Like many donors, it strives to direct its resources to the most effective approaches to achieve its mission. Policies and Practices to Minimize Police Use of Force Internationally, the third in a series of five reports produced for INL, addresses what policies and practices for police use of force are effective in promoting the rule of law and protecting the population (including the officers themselves). This report looks at what is known about effective practices and their implementation and identifies promising actions to be taken by international donors in their efforts to strengthen the effectiveness of law enforcement agencies.

Civic Engagement and Civic Infrastructure to Advance Health Equity: Proceedings Of A Workshop

There is increasing evidence that civic participation - from voting to volunteering - is a social driver of health. The National Academies of Sciences, Engineering, and Medicine's Roundtable on Population Health Improvement convened a workshop to explore the links between civics and health; between measures of civic engagement and quantitative and qualitative measures of health equity; and the roles that civic infrastructure, narrative, and media play in shaping civic engagement. Presenters discussed voting along with other important dimensions of civic engagement; others include the ability to set agendas, shape how policies are implemented, communicate information, model civic behavior, and support the involvement and inclusion of other individuals and groups.

Frontiers in Synthetic Moiré Quantum Matter: Proceedings Of A Workshop
