Commonly used methods of teaching undergraduate STEM education benefit only a relatively small percentage of learners, leading many to choose not to enroll in STEM courses or pursue STEM careers. This trend severely limits participation in the STEM careers that play a critical role in our nation’s prosperity. High quality instruction, learning, and engagement in STEM should be a key priority for colleges and universities across the United States. Transforming Undergraduate STEM Education: Supporting Equitable and Effective Teaching calls on leaders of institutions and academic units, instructors, and other stakeholders to leverage their important roles to improve the landscape of undergraduate STEM education so that all students can thrive. As one step toward addressing inequities and transforming undergraduate STEM education, this report presents a set of Principles for Equitable and Effective Teaching. As people get older, they become more likely to have hearing difficulties in certain situations; for example, having conversations in public settings where there is naturally more noise. This can sometimes lead to isolation, depression, or even fatigue from the effort needed to communicate with others. Clinicians and researchers often do not use standardized outcome measures for hearing interventions that reflect patients' perceptions of real-life improvements. The National Academies of Sciences, Engineering, and Medicine convened a committee of experts to identify a core set of outcomes and corresponding measures that researchers and clinicians should use each time they assess the effectiveness of hearing aids and other treatments in addressing hearing difficulties. The resulting report, Measuring Meaningful Outcomes for Adult Hearing Health Interventions, presents those outcomes and measures, as well as recommendations for promoting their use within the hearing health community.

The International Telecommunication Union (ITU) Radio Regulations are an internationally agreed treaty that regulates use of the radio spectrum. The regulations consist of more than 2,500 pages of individual articles, appendices, and resolutions. The rapidly evolving nature of radiocommunications technologies, applications, and needs demands that these regulations be updated. However, the large, complex, and intertwined nature of radio spectrum usage necessitates that such updates be very carefully considered, and typically incremental in nature. To enact such updates, the ITU convenes World Radio Communication Conferences (WRCs), currently held every 4 years, with specific agenda items considering targeted changes to the regulations. During the years leading up to each WRC, the agenda items are subject to detailed study at the national and international level, with careful consideration given to the implications of each proposed change to potentially affected uses of the radio spectrum. This report is intended as a resource for those involved in the 2027 WRC and its precursor meetings in the coming years. It provides not only a summary of the scientific uses of the regions of the spectrum that may be affected by each agenda item (either directly or indirectly through out-of-band or harmonic emissions), but also carefully considers recommendations regarding appropriate measures to protect those uses.

Air traffic controller staffing is essential for aviation safety in the United States. Therefore, the Federal Aviation Administration (FAA) should continue to increase air traffic controller hiring, improve training success rates, incentivize transfers from overstaffed to understaffed airports, and implement robust fatigue management systems and efficient shift-scheduling tools. FAA should also rebuild its controller staffing based on its traditional modeling approach—as refined by needed updates and with local input—rather than adopting newer facility staffing models the agency developed collaboratively with members of the National Air Traffic Controllers Association. FAA should also conduct recommended research to improve understanding about the relationship between facility staffing levels and safety and validate its facility models using risk indicators, some of which are confidential and therefore not available to the committee that prepared the report. These are among the recommendations in TRB Special Report 357: The Air Traffic Controller Workforce Imperative: Staffing Models and Their Implementation to Ensure Safe and Efficient Airspace Operations, from the Transportation Research Board of the National Academies of Sciences, Engineering, and Medicine. The report, called for by Congress, notes that about 30 percent of the FAA facilities are staffed at more than 10 percent below their staffing targets and about 30 percent of facilities are staffed at 10 percent or more above their staffing targets. FAA experienced a series of externally imposed constraints on hiring since 2013, including two government shutdowns over budget and fiscal policy and the COVID-19 pandemic, that have notably affected several of the largest facilities that serve many of the country’s largest airports and have had an outsized effect on passenger delays.

NCHRP Research Report 1147: Implementation of Uncrewed Aircraft Systems Operational Capabilities: A Guide, from TRB’s National Cooperative Highway Research Program, presents state-of-the-art information and provides recommendations based on the latest developments in UAS and AAM technologies, along with practical use cases and applications. The findings will serve as a valuable resource for state DOTs and other public transportation agencies. Disseminating In Silico and Computational Biological Research: Navigating Benefits and Risks: Proceedings of a Workshop

The United States and other countries have developed policies, guidance, and safeguards aimed at reducing risks associated with dual-use research of concern (DURC) and research involving pathogens with enhanced pandemic potential (PEPP). These efforts have focused primarily on overseeing research conducted in physical laboratory settings where biological materials are directly handled, commonly referred to as “wet labs.” Research conducted in computational environments (“in silico” research) also plays an essential role in advancing scientific knowledge and enhancing capabilities such as predictive modeling, data analysis, and system simulation, and also may fall under the DURC and PEPP research categories. In response to recent advances in generative artificial intelligence (AI), computational modeling tools, and approaches in biological research, the scientific community has focused on the benefits and potential biosecurity risks associated with communicating studies that use in silico methodologies to understand and design biological systems. To explore existing policies and guidance on DURC and research involving PEPP and their relevance to in silico research, the National Science Foundation sponsored a workshop hosted by the National Academies of Sciences, Engineering, and Medicine entitled Navigating the Benefits and Risks of Publishing Studies of In Silico Modeling and Computational Approaches of Biological Agents and Organisms. The hybrid workshop was held April 3-4, 2025, and convened 250 participants from government, industry, academia, and nonprofit and philanthropic sectors, as well as scientific publishing and policy-focused organizations. Presentations and discussion examined the criteria that could be considered to assess the benefits and risks of in silico research and possible strategies to facilitate the responsible dissemination of this research. This publication summarizes the presentation and discussion of the workshop.

State of the Science and the Future of Cumulative Impact Assessment: Proceedings of a Workshop Series

The National Academies of Sciences, Engineering, and Medicine assembled the ad hoc Committee on State-of-the-Science and the Future of Cumulative Impact Assessment to convene state-of-the-science workshops and develop a consensus report to advise the U.S. Environmental Protection Agency on further developing the scientific foundation underlying the practice of cumulative impact assessment. This proceedings provides a summary of a workshop series that the committee convened as part of its information-gathering activities. The series included a community-engaged workshop in New Orleans, Louisiana; a virtual Town Hall with members of the community and Tribal liaison group from across the United States; and a Tribal engagement event in Aurora, Colorado. This proceedings has been prepared by the workshop rapporteurs as a summary of what occurred during the workshops.

Frontiers of Engineered Coherent Matter and Systems: Proceedings of a Workshop

Quantum networks are at the center of recent advances in quantum information, communication, and computation. These networks can be used to simulate complex materials and study the emergence of order in many-body systems. To explore new capabilities on the frontiers of engineered coherent matter that these systems might provide, the National Academies of Sciences, Engineering, and Medicine Condensed Matter and Materials Research Committee held a hybrid in-person and online workshop in Washington, DC on October 3, 2024. The workshop reviewed the rapidly emerging implementations of these systems and their relation to fundamental problems and applications in condensed matter physics, materials science, and quantum information. This publication summarizes the presentations and discussion of the workshop.
