This textbook provides a solid introduction to the theoretical and empirical aspects of environmental economics and their links to environmental policy. In this second edition, all chapters have been updated and restructured, and new sections have been added to reflect a greater focus on climate policy. Starting from the need to balance the social costs of pollution against the financial costs of emission abatement, the book discusses the major issues that arise in the context of environmental policy – such as the potential and limitations of monetary valuation of the environment (and in particular the contingent valuation method) and the design of environmental policy. With regard to the choice of environmental policy instruments, the book focuses on the price-based instruments preferred by economists, i.e., environmental taxes and emissions trading, discussing in detail not only their many advantages but also their drawbacks. The second edition especially focuses on green industrial policy as a complementary measure to price-based instruments, the distributional effects of environmental policies, and the resulting challenges for political feasibility. Moreover, the book deals extensively with international environmental problems, in particular climate protection, which is a global public good that will be underprovided when certain countries refuse to cooperate and contribute. Approaches to overcoming this underprovision are described in far more detail than in the first edition, both theoretically and empirically – in particular by assessing the functions of the many international environmental agreements in this field. Finally, a new chapter considers adaptation strategies, especially in the water sector, as an additional pillar of climate policy.

Rethinking the Needham Question: A Non-Eurocentric Framework Transcending Dialogism

This book offers a new investigation of the Needham Question. Why did modern science emerge in Europe, but not in any of the advanced non-European civilizations? Eurocentric accounts attribute it to certain ‘qualities’ said to be ‘unique’ to Europe. Opposed to the Eurocentric view is a position known as the ‘dialogical perspective’. Dialogism argues that Europe borrowed heavily from non-European scientific knowledges, and that scientific exchanges were key to the development of modern science. Neo-Eurocentric arguments have emerged in response to the challenge of dialogism, and the debate between Eurocentrism/neo-Eurocentrism and dialogism currently stands at a stalemate. In this book, Raymond Lau brings a new theoretical-methodological framework to finally settle this debate. The historical analysis developed here shows that to secure the non-Eurocentric case, and decisively rebut Eurocentrism and neo-Eurocentrism, it is necessary to go beyond dialogism both theoretically and methodologically.

Research on Characteristic Issues in Current Developing Economies: New Application of the Harris – Todaro Model (New Frontiers in Regional Science: Asian Perspectives #80)

This is the first book that uses the Harris – Todaro (H-T) model to study contemporary economic issues in developing countries, with a particular focus on China. The zenith of research utilizing this model occurred in the 1990s, primarily addressing the impact of economic policies during labor migration on wages and employment across various sectors, international trade, urban unemployment rates, and social welfare. After nearly four decades, research in this area gradually faded from the spotlight. Post-2010, however, there has been a resurgence in H-T model studies. Scholars have begun using this model to explore contemporary issues, revealing unprecedented insights and showcasing its robust applicability and vitality. The book features 13 papers authored by contributors since 2018, each utilizing the H-T model and published in various academic journals. It delves into pivotal issues of contemporary economic development in developing countries like China, including dual agricultural economy, producer services, foreign direct investment, agricultural pollution, migrant workers’ remittances, and agricultural human capital investment. The book constructs general equilibrium models by integrating these topics with the H-T model, providing a framework to assess the impact of economic policies. Methodologically, it goes beyond conventional approaches by introducing constant elasticity of substitution functions and other methods to precisely express contemporary economic problems. Numerical simulations to examine the impact of economic policies are also used. Beyond presenting solutions to the current economic problems in developing countries, this book provides academic references for economic theory researchers.
